BSSGP: reset cells when receiving a Reset on Signal BVC

When a PCU sends a BVC Reset over BSSGP on the Signal BVC, all cells which has been set up previously via PtP BVCs has to be removed.

They might be introduced after the Signal BVC reset procedure has finished.
