debian: libosmo-abis-dev dep on libosmo-netif-dev

Let libosmo-abis-dev depend on libosmo-netif-dev, so libosmonetif.pc is available when using libosmoabis.pc (which now references libosmonetif.pc).

Without this, osmo-pcu and osmo-remsim fail to build:
