I've read through the conversation...

  This looks like a similar issue to what I encountered
before. If so the race is most likely that the f_IPA_send and the second f_vty_config2
have arrived in the same main loop iteration in the stp and the config change is being
handled before the data is forwarded. 
This sounds plausible to me, and that's how it is is implemented now. Therefore +1.
