Do not generate 'bit map 0' neighbor lists with R-GSM ARFCN

Before this patch, neighbor cells with ARFCN 955 to 974 were ignored in the GSM 900 band. This resulted an empty 'bit map 0' list in SI2/SI5 messages.

This patch includes R-GSM ARFCN in range 955 to 974. A different encoding is chosen, if neigboring cells fall within this range.
