This is really an orthogonal discussion and it's up to the user/customer to decide how do they want to do it, aka if they need a clear command or not.

No, this is actually an important discussion. If we end up having duplicate entries: no matter when parsing a config file at start-up or due to a CTRL request, then this is likely a configuration error. The proper way would be to clean all existing ARFCNs (AFAIR, there is no such a command yet) and apply the new ones.
