I have had such a configuration and it definitely failed to bind (or at least failed to establish the Gb connection, as that's the exact failure I observed) here. I dindn't really strace or investigate further, but it started to work as soon as I used non-zero ports.
I don't have the original configs around anymore that rendered the non-working setup. It was an old config file I last used months ago (before we supported a second NSVC). Then I tried to use it, somehow the strange zero-ports stood out, I fixed tehm and Gb was working again.
