the MME is not involved in the user plane, so I don't understand why it would need /dev/net/tun acce […]

The feature is enabled simply to make sure it is used and spot regressions/changes in the feature for the SMF/UPF (it already happened in the past).

I think we can drop the so_bindtodevice for MME.
