This event has identical semantics to below CN_LINK_LOST event being discussed: we have some or other knowledge that all the RUA connections towards a specific HNB can no longer work. It has only recently been accepted by code review.
The new event in question below does the same, for the other side: we have some or other knowledge that all the RANAP/SCCP connections towards a specific MSC,SGSN can no longer work.
