so is this patch WIP? or if you want to submit it like that, maybe add this as comment in the file?

Everything is WIP, in the sense that I'm still adding infrastructure and initial bunch of test cases.

That comment in gerrit was just to pinpoint that it may change in the future, but it's still not clear. Was more like a comment for me or other people working on the project, I don't think it's needed in the commit description.
