PS1: I'm wondering if there aren't speech modes where codec blocks with missing bursts still contain sufficient data (after decode) to produce something useful?

For FACCH it's clear, we have the rate1/2 convolutional code. For speech I've never looked at it in detail for all of the different codecs.
