add dependency on libosmovty
libosmovty is part of libosmocore.git, hence no new repository-level dependency is introduced. However, the upcoming addition of twjit (Themyscira Wireless RTP jitter buffer implementation) includes vty configuration, hence libosmovty dependency is needed.
