ttcn3-bsc-test: sleep 1s before starting testsuite

Give OsmoBSC time to connect to OsmoSTP, so BSSMAP RESET from the testsuite doesn't fail in OsmoSTP with: MTP-TRANSFER.req for DPC 187: no route!

Without this patch, it would fail every other time on my system when only having one test enabled in BSC_Tests.cfg.
