  the fact that it didn't re-appear in successive
runs could simply be the routing code caching the result of previous ICMP redirects. This
is controlled by /proc/sys/net/ipv4/route/gc_timeout which is usually 300s (5mins).

Right, that is probably what happened. Today I could reproduce it again. It also happens
in Jenkins.
