log: always include timeouts in FSM transition logging

Before: state_chg to ACTIVE state_chg to WAIT_RLL_RTP_RELEASED state_chg to WAIT_SCCP_RLSD

After: State change to ACTIVE (no timeout) State change to WAIT_RLL_RTP_RELEASED (T3109, 5s) State change to WAIT_SCCP_RLSD (X4, 60s)
