I'm not entierely following your rationale. […]
You're probably confusing LAPD vs LAPDm. The former is used on the A-bis, between BTS and BSC (it's TDM, not TCP/IP!); the later is used on the radio interface between MS and BTS. This patch is adjusting LAPD for A-bis, not LAPDm.
