PS8: this patch broke completely osmo-bts-trx + osmo-trx-uhd here. Please fix ASAP, or revert.
I bisected the change since current master was in a situation where regular mobile phones were unable to find the network most of the time. Then, once it found it and it started using PDCH (using osmo-pcu master), I can see osmo-pcu receiving the same PKT CTRL ACK block in every new block....
