Is it taking that long to restart the ASP?
AFAIU it restarts every 5 seconds, which mean it could roughtly take ~10s. Plus giving it some extra time. In any case, this should be improved once we improve osmo-sgsn code, but since I think @lynxis@fe80.eu is WIP with lots of changes there it's probably better for me to avoid adding many changes there for now.
