Why should we ever receive short IMSIs with strlen()<3? can you share an expected case?
I don't see any.
I agree that if no IMSI is provided we should use SAPI
PCU_IF_SAPI_AGCH. That is something that should be corrected in osmo-pcu. However, I guess
if we do that, we still require a confirmation from osmo-bts? (I can take care of that if
you want.)
Yes it's probably good in general to receive .cnf from AGCH too, since this allows
also estimating time(rs) better in osmo-pcu for UL TBF assignment.
