I'm not worried about library naming with or without dash, but src/{gsm,sim,... […]
developing a new library in libosmocore would significantly increase the development cycle (recompilation, managing patches), and it could mean that an unstable API that is still in flux is subject to libosmocore's backwards compatibility promises. Developing new libraries in osmo-upf.git was the right choice from my POV.
