jobs/ttcn3: add testsuites with io_uring
Set LIBOSMO_IO_BACKEND=IO_URING via the DOCKER_ARGS variable, which all SUTs already use in docker-playground.git (see ttcn3-*/jenkins.sh).
The list of testsuites to test for is takend from: https://osmocom.org/issues/6357#note-9
