gsm48_ie.c: add 3.1kHz audio bearer capability for CSD calls
GSM48_BCAP_ITCAP_3k1_AUDIO should be handled just like fax or unregistricted digital CSD calls. The transfer capability just indicates that an (external) interworking function should convert the call into an analog modem call on the network edge. The CSD call is still regular V.110/RLP non-transparent data.
