Adding libsmpp34 as a mandatory dependency for osmo-hlr is a horrible idea. As it currently stands, libsmpp34 is an optional dependency for osmo-msc (enabled by a configure option, disabled by default) and does not constitute a mandatory dependency for any CNI component, let alone HLR which fundamentally has nothing to do with SMS.
My current thought is to make a patch to libosmocore adding GSM 04.11 section 8.2.5.1 and 8.2.5.2 definitions to <osmocom/gsm/protocol/gsm_04_11.h> - let's see how it goes.

Removing from llist is in general fine instead the _free function too, you can see plenty of examples.
The point is that those _del functions are not the usual way we use in 99% of the other osmocom code.
Not critical, but I don't like the idea of expanding this _del thing.

- Add a comment explaining that the union is used to fix the struct aliasiasing thing, so that people looking at that code finds out why the hell that union is there.

The existing euse_del() and ussd_route_del() functions don't have those "free" semantics you just stated: instead they require the pointer to be valid (not NULL) and they perform the llist_del() step (unlinking from the global lists of EUSEs and USSD routes) before the final talloc_free(). My new smsc_del() and smsc_route_del() functions are exactly the same.

I've just uploaded a version using an anonymous union.
However at this point, I do wonder if the benefit of readability doesn't favor the solution I initially suggested (simple array access).
I do agree though that this is more elegant in that we don't use `long` objects to store single bytes.
