jobs/gerrit-verifications: fix binpkgs for libusrp
Don't build libusrp for centos8/almalinux. libusrp does have a .spec.in
file, but it needs SDCC for the build and SDCC is not available there.
In theory we could build the rpm in CI for opensuse tumbleweed, but it
requires adding support for building for opensuse in
scripts/obs/data/build_binpkg.Dockerfile and
scripts/obs/data/build_rpm.sh first, and since it works quite
differently than centos8 and libusrp changes rarely (last code change in
2021) I've decided to not do that now.

I guess it doesn't really matter here. I viewed it as a check to make sure `pcu_sock_init()` has been run before, in case there are any other states permitting `net->pcu_state` without `net->pcu_state->upqueue` being allocated. I checked the code and it looks like there are no such states.

current user data rate. The actual bit values are defined in

Concerning the idea of a struct, I deliberately did not go for a struct in order to avoid violating the strict aliasing rule, since `msg->cb` is an array of `unsigned long`. Seems like we don't care/looks like we use `-fno-strict-aliasing` everywhere anyways, so I'll keep that in mind. At least now I know where we stand on this

Introduce virtual DAHDI trunk device
This virtual trunk device is a new character device. Contrary to
the per-channel devices, this is a per-span device for virtual E1
spans. Userspace reads and writes 32-byte E1 frames on it.
ioctl's are added to create and delete such virtual trunk devices
at runtime. Each virtual trunk device is limited to one span.
Opening trunkdev is similar to opening channels via /dev/dahd/chanw
works: All users open the same generic device node but then issue
an ioctl to specify which (named) trundev they actually want to open.
This avoids having to dynamically register minor device ids, creating
device nodes, etc.
The trunkdev is in RED + LOS alarm after creation. Only once a userspace
process opens the E1 frame side, those alarms cease.

So can we just keep the `AM_CFLAGS = -Wall` line above unchanged,

voice/traffic decryption and identity decryption. Calls to the true TEA
