paging: do not confirm PAGING COMMAND messages
when osmo-bts receives a MAC block from osmo-pcu through the PCUIF it
puts it in the review queue without further interpreting it. This also
means that it will send confirmations to the PCU for IMMEDIATE
ASSIGNMENT and PAGING COMMAND. This is not entirely correct because only
IMMEDIATE ASSIGNMENT messages should be confirmed. osmo-pcu has no
problem with this since it silently drops the confirmations for PAGING
COMMAND messages. This peculiarity of the PCUIF implementation makes the
confirmation logic hard to understand, so let's add some logic to
osmo-bts that makes sure that only IMMEDIATE ASSIGNMENT messages are
confirmed.

At the moment we indeed pass the suffix, but in PCUIF v.11 we will pass the full IMSI, so I made it compatible.

I noticed that as well. It was the fact that osmo-bts would confirm IMMEDIATE ASSIGNMENT and PAGING commands equally that lead me on the wrong path.

pcu_sock: fix PCUIF interface (PCH)
The PCUIF interface implementation in osmo-bsc provides two ways to
access the paging channel (PCH).
1) Under the SAPI PCU_IF_SAPI_PCH PAGING COMMAND messages are accepted
as whole macblocks but the format is in the style that we are going
to deprecate with PCUIF v.11. Also at the moment those PAGING COMMANDs
are not confirmed towards the PCU. This is also not necessary since
osmo-pcu would silently drop such confirmations. (see pcu_rx_data_cnf
in pcu_l1_if.cpp)
2) Under the SAPI PCU_IF_SAPI_PCH_DT messages are also accepded as
macblocks but the SAPI will only accept IMMEDIATE ASSIGNMENT messages.
The messages are encapsulated in a struct that holds IMSI (paging group)
and TLLI (used for confirmation) as separate struct members. The
messages are also confirmed towards the PCU as it should be.
Since we want to depreacete the older V.10 version of PCUIF and there is
not much benefit in maintaining two interfaces we should use
SAPI PCU_IF_SAPI_PCH_DT for both message types. This also requires small
adjustments to osmo-pcu (see Depends).

I have now analyzed this further. The PCUIF really behaves a bit confusing here. It is true that osmo-bts confirms IMMEDIATE ASSIGNMENT and PAGING COMMANDs but osmo-pcu will silently drop the confirmations for PAGING COMMAND messages. I have already fixed this in osmo-bts and we also do not have to worry about the TMSI, we can just pass GSM_RESERVED_TMSI and everything will be fine.

I just deducted that from the code, we always set mi.type to GSM_MT_TYPE_TMSI. I just wanted to make sure that we won't overlook anything if we should change this. But since we do not need the TMSI/TLLI for the confirmation anymore (see below) this line is no longer needed.

In the current code we still send PAGING COMMAND MAC blocks via SAPI
PCU_IF_SAPI_PCH, which technically belongs to the older PCUIF version
(v.10), which we are going to deprecate soon.
Let's change this so that PAGING COMMAND MAC blocks will also be sent
through PCU_IF_SAPI_PCH_DT. Since PAGING COMMAND messages require no
confirmation by the receiving end we may set the TLLI field to
GSM_RESERVED_TMSI.
