This is really confusing: In section 11.2.1 (TERMINAL PROFILE) they say CLA As specified in clause 10.1.1. And then in 10.1.1 they happily describe the coding of logical channels. Table 10.5 is in section 10.1.2, which is also referenced, but for the INS byte.
