PS10: I have verified by ttcn3 test that the missing-release-ACK scenario is able to recover the broken lchan. The missing-activation-ACK test is stuck on a minor ttcn3 issue -- since the current reporter of the failure suffers from missing-release-ACK only, i'm postponing testing of the missing-activation-ACK case (I3e1ce618f8ea9a96f28ec6f442bea061ee86bd2c). The two tests are actually identical, except for the only difference being the reason that caused the lchan to end up in a broken state.
