It could, depending on how you split stuff. In my submission the first patch simply allows parametrizing it, as a preparation, while this patch actually does the changes required to be able to run them concurrently.
I don't think one is better than the other so I'm fine with this one.

I tend to agree, but given that the previous state was already quite caothic with files already named like this, I preferr to keep on with the same style, otherwise it becomes even more confusing.
The good point about those headers ow being private is that we can rename them all together to whatever style we want in the future easily.

s1ap_proxy: turn this module into a gen_server
This patch makes the s1ap_proxy module self-contained, so API users
no longer need to initialize, maintain, or deinitialize its internal
state, and also no longer need to trap 'EXIT' signals from the child
erab_fsm processes. These improvements in maintainability and ease
of use come at the cost of an additional process per SCTP
connection, which is manageable.
