We look up the subscriber by IMSI and see if they are attached to a VLR. If the subscriber is attached, we forward the message to the MSC/VLR, otherwise return an error to the SMSC. It would be nice if we could check the BTS type once in the signal handler, but the signal data is not always the same and depends on the signal type, so unfortunately it's not possible.
