I have tried to put it in a switch now but that turns out problematic since we then have to add an else in each case that carries out the no-conversation path. Adding an empty switch(rtp_pl_len) at the top with an OSMO_ASSERT in the default would work.

l1sap: Accept RFC5993 and TS 101.318 HR GSM payload
Unfotunately there are two different RTP formats for HR GSM specified
and it is unclear which should be used with GSM networks. Also each BTS
model may support only either one or the other format.
Let's use the BTS feature flags to determine which format the BTS model
supports and then let's use this information to convert incoming RTP
packets into the supported format. Doing so we will make sure that
always both formats are accepted.

With this patch, during VTY config the SIM type is selected, and the app
calls a generic gsm_subscriber_insert() API which will take of
internally initializing and starting whatever specific-backend setup is
needed.

Fine with me, I am not against supporting both frame formats in osmo-bts. But guessing the format in library functions is not a good idea, IMO. Callers of this function should be aware of the frame format, or am I missing something?
