BTS_Tests: separate f_send_meas_rep() from f_transceive_meas_rep()
The key difference is that f_send_meas_rep() simply sends an RR
Measurement Report and does not wait until it's received on the RSL.

BTS_Tests: send SACCH blocks in TC_rsl_ms_pwr_dyn_{up,max,ass_updown}
We used to rely on trxcon sendig dummy RR Measurement Reports and
patching the L1 SACCH Header with the configured MS Power Level
and Timing Advance values. Since recently, the following testcases
started to fail because trxcon does not patch dummy MRs anymore:
* TC_rsl_ms_pwr_dyn_ass_updown,
* TC_rsl_ms_pwr_dyn_max, and
* TC_rsl_ms_pwr_dyn_up.
Do not rely on dummy MRs, send SACCH blocks with the expected
MS Power Level and Timing Advance values from the testsuites.
f_send_meas_rep() internally uses:
* g_pars.l1_pars.ms_power_level, and
* g_pars.l1_pars.ms_actual_ta.

The '010349'O is LAPDm header, the '0615004001C0'O is an RR Measurement Report, the rest is '00'O padding. It does not really matter what we're sending here, could be f_rnd_octstring(21). We simply need to send something so that Uplink SACCH blocks contain valid MS power level values.

Neither I am following you, but I guess you thought I am adding f_sleep()? In reality I am adding a timeout to an alt statement. If we rely on guard timeout, you won't be able to find out where the test got stuck without adding debug prints everywhere...

I thought the way to avoid conflicts is to open Coverity's dashboard (scan.coverity.com) and make sure the CID is unassigned before working on it. This is what I did, the current status is "Fix Submitted". Anyway, it was just a few minutes of additional effort while fixing osmocom-bb related issues from the same report. I am fine with abandoning this patch.

do we really want this in our codebaes? The function is probably executed many times during the test suite, so we're easily adding minutes to the total test execution.
The commit log reads a bit like this is just for debugging / finding a problem. If so, then that could/should be done outside of master, right?

I agree that those annotations are a very useful tool and allow to detect a number of issues already at compile time, which otherwise are only caught at runtime (if at all). Just like the use of "const" in C, or the use of type annotations in python.
There are good reasons to use them, and hence we use all of the above, in the respective language. Nobody has ever started to debate about it until this discussion here.
Another way to think of it is something like "compile-time invariant checks", if that helps.

marking as (value) means you cannot pass a template containing a field which is not set to a value, aka ? or *, which means the compiler shouldn't allow you passing a tr_ template in there.
Similarly, (present) prevents people from passing omit to a function not expecting it. Furthermore, it clarifies to the reader what is expected to be passed there. This kinda "nullable" mark some languages have, which allows knowing whether passing a null pointer is accepted or not.
Having correct restrictions properly written also translate to work hours spent by all others.

Here again, reparenting makes everything more convoluted and difficult to follow imho, and must be used only if there's a really good reason, because if you start using it everywhere like this it ends up being difficult to follow the dependency chain, since usually one simply looks at the talloc() call.

This is all a bit convoluted. If trx ends up in trx->fi, why not first allocate "fi" and then "trx = talloc_zero(fi, struct trx_instance);"?
