• osmo_dia2gsup: add get_env/2 for convenience
• osmo_dia2gsup: add and use parse_addr/1
• osmo_dia2gsup: move env parsing and logging to listen/1
• osmo_dia2gsup: disable Nagle for TCP/SCTP by default
