[osmocom-announce] Several minor Osmocom releases

Hi all,

we have released new versions of libosmocore, libosmo-netif, libosmo-gprs, osmo-bsc, osmo-msc, osmo-pcu and osmo-remsim. The main purpose of these releases was getting build fixes for Debian 13 32-bit architectures into the latest package feed, but while at it we have added other fixes (and in case of osmo-msc some minor features) as well.
