bias-T issue with rtl-sdr

Hello I submitted a pull request on Github[1] which fixes bug with bias-T power. The bias-T voltage was staying on after rtl tools ended. This is dangerous and can lead to damage device. [1] https://github.com/steve-m/librtlsdr/pull/47
