patch 36: application interface

<<36_application.patch>> again the application patch based on the current OpenBSC source and the other patches i posted. i cannot split this patch, because all the parts depend on each other. the only thing i can do, i can splitt them into their functional parts. the libbsc will not work without applying all parts then.
