PS1: Thinking twice about this one, we may want to pass the encoded message to libosmo-gprs-rlcmac and decode + submit GMMR-PAGING.ind to GMM from there.
This would mean however that we'd need IMSI & P-TMSI knowledge in RLCMAC layer, which I think doesn't so far.
