is poweroff a valid out-state for trx_st_poweroff?
Yes, it's basically a loop state transition. We may send a POWEROFF in `TRX_ST_POWEROFF` (and we do on `TRXCON_PHYIF_CMDT_RESET`), and then the response from transceiver triggers loop-transition to `TRX_ST_POWEROFF` (see `trx_ctrl_read_cb()`).
