scripts/osmocom-api-doxygen.sh: upload doxygen output only

So far the whole doc/ directory was uploaded, including files that have nothing to do with the API documentation: Makefile{,.am,.in}, examples/, manuals/, *.tag.prep stamp files, etc.

Use rsync filter rules to upload only the doxygen output: html/ and latex/ trees (possibly nested in a per-library subdirectory, like doc/core/html in libosmocore), plus *.tag files and html.tar. Pass --delete-excluded, so that the files uploaded previously by mistake get removed from the server.
