AFAICT, the HNBAP UE-Register is really only used for closed user group situations, where there's a per-hNB whitelist of permitted UEs, and all other UEs are rejected. This is rather typical of the formerly envisioned residential femtocell sitautions, where only the people living in an apartment would get permission to use the local femtocell.
