eIM: echo eimTransactionId from euiccDataReq in provideEimPackageResult

The updated eIM now includes an eimTransactionId in its ipaEuiccDataRequest message, which means that the IPAd (testsuite) has to echo that exact same eimTransactionId in the IpaEuiccData of the IpaEuiccDataResponse
