Well, you're making a few assumptions ...
1) That people that apparently can't read the wiki would still figure
out to post only in the right list ... (at worse they would cross post
in both ...)
2) Even if they posted there at first, people subscribed to that
'user' list would most often have no clue and they would end up
re-posting in the dev list anyway ...
