MS Power Transmit not changing

Well, As long as you are getting -47dB on the UL, and the UL power
target is -75dB  the MS is not going to be instructed to increase TX power.

ms max power is the max power the MS uses for initial access to the
cell. After that, the power control kicks in and tells tells the MS to
drop down.

Put some serious attenuation on your UL (or put your MS in a tinfoil bag
or something, so that you get less than your uplink-power-target and see
if MS power increases on your show lchan (or better - configure the
meas-feed and use meas-vis or try using this:
