No.  PTCCH is not part of the packet common cotrol channel (PCCCH).

PCCCH is the one that's obsoleted, and it consists of PRACH, PBCCH,
PPCH, PNCH and PAGCH (similar to CCCH = RACH+BCCH+PCH+AGCH+NCH in
circuit switched).
