It is all Free Software, ready to be used for whatever tou want to develop with it. Rhe very least you could do is to show some respect by first reading the full wiki and the actual source code in order to understanf what is there and what is not: http://cgit.osmocom.org/ If you want to develop something bases on it, it is your task to find out what the existing code does and how it works.
