I would expect that the "primary" MCC/MNC are always the same for the MSC and MME
of one particular network. There are many different strategies of broadcasting
"equivalent" PLMNs, and for RAN sharing (MOCN, ...) but I believe that this
doesn't affect the SGsAP interface.
Please note I may be wrong, my experience with "multi PLMN" scenarios is rather
limited.
