openbts-p2.8-gprs-exp and pcu issues

Hi, Vladimir!

Thank you for sending logs and pcap files!
I fixed L2 pseudo length bug, this problem was not only in SI13, but
also in SI3.
Now you can update your OpenBTS repository.
