AFAIU The problem is with internal MNCC with emergency enabled. if the "routing" option is not set (so default value, ""), then MSC does really weird stuff like trying to reach the MS which generated the emergency call as a MT. So the problems needs to be solved either by failing reasonably during startup (due to bad config) or at runtime promptly when an emergency call is done.
