Change in osmo-msc[master]: emergency: set route-to-msisdn MSISDN to "emergency" by default.

so you are saying emergency calls were working prior to this patch, and osmo-sip-connector translated the MNCC Flag for emergency into an "emergency" SIP user ID or the like?  Then why do we need this patch?
