Only some part of L3 is inherited (and significantly extended). L2 is completely different, L1 and the radio modem couldn't be any more different. The L3 "changes" on the PS side are bigger than those on the CS side. UMTS is not one telphony system, but more like an arbitray number of tools in a toolbox able to create any possible telephony system from it. Try understanding the phyiscal channels, transport channels and transport channel bundles of L2.
