[PATCH] Bump GPL version to 3

Well, there're number of benefits to use GPLv3+ compared to v2 - I don't think I'd be
able to explain them better than FSF already did.

As for GPLv2-only files - I'm working on it: see forwarded email below ;)

Btw, could you you point to those files explicitly?
Is it only milenage left at this point or I've missed something else?
