Whats the best recommended Sim Card R/W for the SysmoSim Card

There is no "preferred reader".  Any reader compatible with ISO 7816-2
an -3 should work with the SIM Card.  Otherwise, how would one make sure
that the sim card works in all phones?

Well, then _they_ should be able to explain why that is, and what
exactly those restrictions are.

I would strongly recommend for a device that claims compliance to the
ISO 7816 specs.  And I would go for a reader that supports USB-CCID and
is compatible with libccid / pcsc-lite on Linux:
